Basic Sanitation Management in Brazil Competing Competency Among Federative Entities to Protect Health and the Environment
Abstract: This article seeks to demystify the issue of competence for basic sanitation management, which is centered exclusively on city halls. The issue is worrying, because we still do not have sanitation throughout the national territory. According to the National Sanitation Information System (SNIS), only 44.92% of the country's sewage is treated. Sanitation directly implies people's health, promotes well-being and is one of the pillars for a decent life. Without a healthy environment, the human person cannot enjoy other assets that are available. As a starting point, we will analyze the legislation and the Constitution regarding the competing competency among the federative entities.
